By Massive Margins, Voters In Eight States Say Only Citizens Can Vote In Their Elections

In November 2024, voters in eight states overwhelmingly approved constitutional amendments to ensure that only citizens can vote in state and municipal elections. In each case, elected leaders determined that the existing constitutional language, while historically understood to apply to citizens, could be interpreted more broadly than originally intended. Such interpretations of constitutional language have occurred in states such as California, Vermont, and Maryland, where local jurisdictions have permitted non-citizen voting in certain elections.
